For the purposes of transporting them under your PTC, the overall length of the weapon must be less than 26 inches.

To be considered a rifle, it MUST be meant to be shouldered: have a stock.
If the length is over 26" and it does not have a stock: it's a firearm. Not a rifle or a pistol.
The removable muzzle device issue mentioned above is also correct. If you're making a firearm to allow use of a VFG without a stock (no SBR stamp), the OAL is based on the shortest you can make the gun function. I've pinned/welded flash hiders to comply with this before.
