I'm a bit confused by your post; the linked article is more than 3 mos. old

However:
From http://thecmp.org/cmp_sales/:
11/13/15 An update on the 1911’s…

The revised NDAA has passed the House and Senate. It is on its way to the President's desk for signature. We have no further information at this time.

Thank you,

BREAKING: Obama Signs Law Allowing Public Sale of Surplus U.S. Army 1911s - The Truth About Guns.com
November 25, 2015
The Civilian Marksmanship Program is a program through which the U.S. Government has been selling off their stock of aging firearms to the American public in an effort to promote the shooting sports and marksmanship training. They are best known as the prime source for M1 Garand rifles and M1 Carbines, but thanks to a bill signed today by President Obama the CMP may shortly begin to sell off the U.S. Government’s huge stock of 1911 handguns. These firearms saw duty from WWI through Desert Storm, and you can bet your butt I’ll be waiting in line to snap one up.

Yep, that's it. Then this super-cool guy (who is also a really good rifle shooter) files your info and sends you out a membership card, window sticker, and info sheet on upcoming board and membership meetings. You send a photo copy of the card to CMP along with the other required documents when you want to buy something from them. Easy as that.

They also say they're being overloaded with questions. Until the specifics are announced, you can sign up for e-mail updates and get signed up with an account to be eligible to purchase these pistols when they become available. It's not a difficult process, but can be a little time consuming. There's a lot of other great reasons to be a part of the CMP and to have an account. I highly recommend it, even if you're not interested in the 1911's.

Correct me if I am wrong but IF the CMP ever receives an allotment of 1911s they will have to ship to an FFL unlike their current m1 program. I believe this is how the law obama signed reads. So really not much different than an online retailer who just got a hold of some cool historical inventory.

It looks like the CMP will be granted an FFL in this new law, but smarter minds than mine will have to figure out if that means they'll have to transfer through another FFL now.

I read it as they have to obtain an FFS not necessarily will be granted one. Call it the conspiracy theorist in me.

Good point. The law also says the Army may, not must, transfer up to 10,000 pistols a year.
