Will the MN state shutdown affect getting a PTP?

I'm wondering about the flip side of this thread.

Would someone be kind enough to describe how the state shutdown would affect acquiring a permit to purchase? I live in the metro area, and was told when I submitted the paperwork at the police station that it would be "an unknown amount of time" before they would issue it. They claim that the background checking is unavailable during the shutdown, but given that the Hennepin county sheriff is unaffected and still issuing permits to carry, I am suspicious of this claim.

they also have to check with the MN Dept of Human Services to see if you are also mentally fit to possess as well.

Subd. 4.Investigation. (a) The sheriff must check, by means of electronic data transfer, criminal records, histories, and warrant information on each applicant through the Minnesota Crime Information System and the National Instant Criminal Background Check System. The sheriff shall also make a reasonable effort to check other available and relevant federal, state, or local record-keeping systems. The sheriff must obtain commitment information from the commissioner of human services as provided in section 245.041 or, if the information is reasonably available, as provided by a similar statute from another state.

Otherwise it's a NICS (National Instant Criminal Background System) with the FBI

The DHS check was the reason cited as to why there would be delay. The Bureau of Criminal Apprehension is continuing to provide background checks and investigation services, as far as I know. I just found out that the checks have been ordered to be reopened, but only for persons needing them for jobs deemed "critical", which would not include me. Link.

However, since this check is done through an online automated database query (please correct me if I'm wrong on this, it factors heavily in to my reasoning), I don't see why checks for everyone couldn't proceed. I remain puzzled that the sheriffs of Hennepin and Ramsey claim they can continue to process checks for carry permits, despite the fact that those checks must include the same DHS inquiries. Perhaps they're banking on the shutdown being resolved without causing the 30 day limit to be exceeded?

My guess is that DHS shut down their computers (or at least access to them) when they shut their doors. Strictly for security purposes - they need to safeguard the data, and with no IT staff to monitor unauthorized access attempts, the only way to do it is to shut it down.

I'm a little late to the party, but I had the exact same issue with my PTP being held up due to the shutdown. I believe the reason given was that they were unable to run the background check, so it must be a state thing. Hopefully you've been contacted by the SLP police department by now and have received your permit.

I believe the reason given was that they were unable to run the background check, so it must be a state thing. Hopefully you've been contacted by the SLP police department by now and have received your permit.

I did, 10 days after the shutdown ended. They also included the receipt (initially they had refused to issue one; I called and requested it and was told they "had never in 30 years" issued a receipt), though the date of application on it was wrong.
