What does a guy have to do to become a member of the CMP?

Join an affiliated club. Post 435, Oakdale, USPSA and GSSF all qualify.

Get your C&R, join Garand Collectors Association. Submit your order to CMP along with proof of these two items and you're good to go. You'll need to get a notary to stamp your signature on the order form when you send it. But once you do your first order, you'll be good for another 3 years.

Service Grade Garands are out-of-stock right now because they sold a bunch of inventory at the Camp Perry Matches....they'll be back in stock soon (happens every year).

Purchasing a Service Grade Garand through CMP is something every American should do!

Join an affiliated club and show proof of markmanship training. The GCA(Garand Collectors Association) is the cheapest route and a Permit To Carry should suffice. You must also be a US Citizen.

do you need to be a member before making a purchace? I have looked around on the site, and most things seem backordered or out of stock.

For ammo and rifle sales you have to meet the requirements for everything else I think you are good to go.

There are some free gun clubs that qualify. Google around. I think I uses Mauser Shooters Club, can't find them now...It was pretty simple, and i din't have to wait for paperwork.
