If it's a tin of 7.62x54R the targets can handle it no problem. Some of the testing is destructive to see what they can handle. Other times it is just to see how a new stand or target works and take some video of it.

Okay I looked it up; you're talking about the import ban back in the 90s. For a second I thought domestic steel core ammo was banned recently or something!
