I think this is a good analogy. A german citizen and an Illegal Immigrant are generally treated the same (I'm talking practically here, lets forget about the illegal part) here in the US. If they hurt themselves, we will provide them aid for acute, life threatening injuries. In general, they are tolerated to hang round till they get kicked out (the tourist usually complies at some point though). They both spend money, possible do some work, probably both under the table. If they commit a crime, they go through the same criminal justice process, and end up getting deported.
Neither of them are allowed to own a gun while here, unless they want to get citizenship rights. Pragmatically it makes sense. A right to defend oneself is a human right. A right to have gun is an
American right.
