I agree.

....and I'm not suggesting such a thing either.

There are many on here who probably could get a PTC, but not a security clearance. If they can get a PTC, they should be able to get a silencer.

I'm not sure how many different times I can say it and in how many different ways.

The old is-ought problem. We all know how it is and how it ought to be, so we all agree ok. I thought people didn't get what I was saying, the point I'm trying to make. Of course I know how it is, but that doesn't make it right...

So how do we change it? How do we make it right?

If people fear weapons, guns are the least of them. Fear is the ultimate weapon.

I just read through all 21 pages of this and would like to thank everyone who has sent a letter to a rep, met with their rep, or taken any of their personal time to promote this effort or tried to protect any of our other gun rights. I'm sure it's frustrating when you spend a lot of time and effort on something and seem to get nowhere. Unfortunately, the legislative issue boils down to political agendas. The best thing any of us can do is throw out the politicians who do not listen to reason this November and every subsequent election.
If any of you live in north Minneapolis/Camden, you can start by getting rid of this idiot, Joe Mullery:

Totally agree with you Ferch. I think this forum is a great way to help us reach our goal of making something legal here that is already legal in 80 percent of America. And yes Joe Mullery's closed mind obveiously needs to go. To stay on topic, we should be talking about what we can do as a group to make changes. I think sending in letters and especially meeting with representatives is great and a necessity to our goal. My question to someone that knows more than I do (I'm a designer /engineer not at all a politician) is when is our next big moment of opportunity going to be? I understand that a continual push from all of us is great but when should we be expecting this to be voted on again? I'd love to see a group put together to really push our opinions during a time when they will be most effective. Sorry for not being more politically savvy, I've always wanted to be, I just haven't taken the time to learn what I need to know.

The push starts this fall with the election. Who gets elected to what seats, etc?

The next push is crafting the 2013 - 2014 legislative agenda. I expect GOCRA will be heavily involved in a leadership role in pulling this together and looking at how to advance the agenda. But keep in mind that we still have Governor Dayton in the way - as he vetoed "Stand your Ground" this year.... so there may be obstacles.

That language is in the first version of the bill. I actually went to the committee hearing and testified against this language because it made MN suppressor law more restrictive on individuals. It was removed from later versions.

Correct you are...

Either way, there's still no provision for personal use.

(c) Notwithstanding subdivision 1a, paragraph (a), clause (1), a person who is
licensed by the United States Department of Justice, Bureau of Alcohol, Tobacco,
Firearms and Explosives under United States Code, title 18, section 923, as a firearms
importer, manufacturer, or dealer, who is acting in full compliance with all federal
requirements under that license, may possess devices designed to silence or muffle the
discharge of a firearm for the purpose of selling or otherwise transferring in any lawful
manner the devices or firearms tested with the devices, to:

(1) the chief administrator of any federal, state, or local governmental agency;
(2) the commander or commander's designee of any unit of the United States Armed
Forces; or
(3) a person who is licensed by the United States Department of Justice, Bureau of
Alcohol, Tobacco, Firearms and Explosives, under United States Code, title 18, section
923, as a firearms importer, manufacturer, or dealer, who is acting in full compliance with
all federal requirements under that license.

Subd. 2.Exceptions.Nothing in this section prohibits the possession of the articles mentioned by museums or collectors of art or for other lawful purposes of public exhibition.

The "collector" exception is a small one, but it exists. I am not a "collector" but I know someone who is, and legally owns antique suppressors in MN. The first draft of the proposed change would have made it illegal for collectors to use the suppressors that they own. That is a step backwards in my book.
