Safer - not really, live ammo is live ammo. While all your suggestions are good practices, you'll never see me or anyone near me practicing loads in a house with live ammo. Murphy rules and in the end how many times have we heard I did not know there was someone on the other side of the wall, my finger slipped, what ever.... Videos on You tube that folks duplicate may not exhibit your same unstated safety efforts, hope they don't use as the basis for blowing a hole in something or someone. Dummy rounds are easy to make and if done right can even weight the same. Good luck and be safe.
