Maybe I'm coming at this from a strange perspective, but to me, "practical" and "bullseye" mean two different things.
To me, "practical" = USPSA/IDPA-style competition involving movement and drawing from a holster, which you can find in the winter at both
Burnsville Pistol Range and I believe two of the Bill's locations, although I'm having trouble finding info on it on the Bill's website. IIRC it's the Hudson store and one of the Twin Cities locations, and again IIRC they hold their matches on some Sunday evenings during the winter.
"Bullseye," in my mind, at least, means standing slow fire at static targets at specified ranges. Maybe not exactly what you're looking for, but at least a somewhat bullseye-like option:
