I think there is a mixup. I think it might be a typo.
There is chatter that the "Civilians that are also police officer's lives are more valuable than other Civilians who are not police officers" change (allowing them to go to U.S. Bank stadium armed while other civilians cannot). I think this is the addition to the omnibus.
