How long does a permit to purchase usually take to process?

A friend renewed his PTP a few weeks ago. Took about 20 minutes.
Of course that's out here in the sticks.

It states in the law the issuing agency has up to 7 days to issue or deny the Permit to Purchase. I was told by my local agency many years ago to return in 2 weeks to pick it up. When I told the lady the law states it must be issued in 7 days she told me to take it up with the Attorney General. When I asked to speak to Police Chief, she said he was not available. When asked to speak to her supervisor she got a police officer. When I explained to him the problem, he said it would be ready in one week. Which it was. Now, I just use the Permit to Carry. The lady no longer works there, the new clerks are very nice to deal with.

I don't believe there is a penalty for not complying with the time requirement.

That is correct, no penalty for the departments to not follow the law.
