I have no problems outfitting the troopers with carbines or the electronic sights. My only question would be, with how infrequently they will be used, how likely will the batteries be dead when they're needed?

I think the battery lasts for 70,000 hours about 7.5 years.

Maintenance is a necessary part of any system. I suspect they do change oil in their squad cars at regular intervals as well.

I would hope they clean their own guns and can change their own batteries on a regular cycle.

The Aimpoint Pro is maybe 50,000 hours, the company says to just leave it on.

Guessing the money was already budgeted and planned, they didn’t ask for an increase to do this.

Agreed. Even within the State Patrol budget, I'm guessing that ALL firearms costs are a tiny fraction of the total when compared to personnel, vehicle purchases and maintenance, fuel, etc.

As to why a trooper needs a carbine: Think about the distances involved on the interstate. Very little in the way of cover and engagement ranges that could easily exceed accurate pistol shooting.
