But was he professional enough to apologize for the unreasonable cuffing and stuffing? I'm guessing not. Madrevar, it sounds like you handled it well, and overall, the cop was ok...I'm impressed that he admitted his ignorance and I'm certainly not surprised there was no apology over the knee-jerk detainment. If he didn't have his gun pointed at you, then that's a plus as well.

I do think a polite call to the Coon Rapids police chief is in order to politely ask what they teach about the MCPPA and suggest that perhaps some additional discussion with their officers might prevent this from happening again.

I think some of this goes back to the unknown nature of the 911 call. Keep in my mind I am not defending the cop... Just trying to look at it objectively.

First, if it is a gun call, for officer safety it is not unreasonable to detain someone in handcuffs. While the argument can be made that it could/should be assumed that someone does have a permit if they look to be of legal age. It goes along the lines of if you see someone driving a car down the road that is obviously of driving age, you have to assume they have a drivers license. It is what it is.

Second, I would not read so much into being placed in the back of the car. If I were the cop there I would have put him in the back of the car because he was wearing shorts and sandals with temps in the teens... And also as a courtesy to not have every person driving by staring at this guy next to a squad in handcuffs. And yes, I realize people would still be able to see him in the back of a car.

I suggest writing a letter to the Chief of Police explaining your concern about the experience of the officers on this specific aspect of the law. Include a copy of MADFI's factsheet and ask that it be read at shift change to facilitate training and relations with the citizens of Coon Rapids.

Not commenting on the veracity of this story, but it seems like the 911 dispatchers should be asking at least one more question in the flow chart on these MWG calls:

Caller: There's a man with a gun in the mall!
Dispatch: What is he doing with his gun?
Caller: Umm... he's licking an ice cream cone
Dispatch: Is he holding someone up?
Caller: No
Dispatch: Where is his gun?
Caller: It's in his holster
Dispatch: Thanks for calling

Spoken like someone who has never tried to grab a gun from a holster, Mr. Uninformed. The law is, actually, the law and should be enforced as such. Assuming something is illegal because the cop feels it should be only makes the cop look bad.

Education is a lot more effective than accusation with the Police Departments. Send them the fact sheet.

There you have it! The start of the issue.
The 911 Dispatchers need training also.

SHow me all of the gun grabs that happen? It does not very often happen and not to say that it cannot.... But show me all of the permit holders that have lost guns to bad guys.... you cant... that is a fact.

As for being a bad ass..... Not at all the case - hell, I can barely tie my own shoes never mind shoot straight, or get "Tactical" when I have to..... and I am just as slow as molasses and as feeble as a 90 year old.... just ask around I am sure that there are plenty here that would confirm that for you.
