Actually, no, I don't remember how this came about. Do you have any information I could see on this? I've been looking, since the situation with dl acceptance among states is the most often used example on how state to state reciprocity should work. The oldest information I've found is the, now defunct, Driver License Compact which began with a resolution passed by Congress in the 50's but was already on the ropes, presumable being replaced with something else, in the 70's. But I haven't found any kind of history on the process and the difficulties they encountered and/or created along the way.
