I dont want to speak for "him". But I would guess legalizing drugs and taxing them would make a lot of money. Whether or not a trillion is realistic I dont know, but it beats spending it, to pretend you are stopping it.

How much do we spend on prisons a year? Eliminate...oh, let's say half that. Not just from pot, but all the ancillary crimes that are committed as a result of it.
I think Cali is bringing in over a billion in taxes from it too. Or maybe the budget shift was 2B due to the reduced enforcement costs. It's significant in any event.
