Given that "a Mosin" covers several variants of rifles made between 1895 and 1955 in several countries, with different barrel lengths, and in condition ranging from "a fly never landed on it" to "tomato stake", that is a rather hard to answer question.
An unissued Finn M39 is one thing. Wartime M91/30 is quite another. Both are Mosins. AV, the impossible to find match-grade Mosin, is even better than M39.
Average 91/30 with average surplus ammo shoots minute of Nazi.

As far as scopes, the original or replica Kochetov side mount requires a fair amount of skill to attach correctly. Scout mounts are way easier.

The really cheap aluminum Chinese mounts from eBay. The screws are thin and weak and they don't hold zero well. It's only $10, but it's a complete waste.
The AK-style rails. The adaptation to the Mosin receiver is cludgy, the scope mounts that fit them are almost always too tall and often made of crappy metal.
The ATI mount. The mount itself can be attached somewhat reliably, provided you are very careful with it afterwards. It's fairly easy to bend or break off if you drop the rifle. The bolt handle they sell with it is junk. It's been known to snap off.
