I'm not generally a conspiracy theory guy, but let me throw this out there.
Could this be an attempt at certain individuals to enact their own method/form of gun control, albeit on a small scale? If you can't get your hands on a permit, you can't get your hands on a gun. As previously mentioned, the person I've been dealing with said she has applications from four months ago still in process. In one of my more recent conversations with her, she spoke of how other departments just don't get back to her, and some of the people who don't keep calling her - I guess to remind her to do her job - just don't get processed, so they don't get a permit. As I had mentioned before, this lady does seem nice on the phone, so I feel bad pointing the finger squarely at her; maybe other departments really do just blow her off. But maybe there is some intent behind it, be it just one individual processing the applications, or possibly more of a conspiracy (as much as I don't like that word), involving higher-ups (such as police chiefs etc.). Could this be a way to get less people to own guns through inconveniencing them and hoping they will just give up. It could also be aimed at those who would purchase a gun on a whim, or who may not have a lot of disposable income. Perhaps someone has the money to buy a gun at some point in time, they don't get their permit for a couple of months, the money gets spent and they don't pursue their permit anymore because now they can't afford the gun.
Am I being paranoid??

or deny the application within seven days of application for the permit. The chief of police or
sheriff shall provide an applicant with written notification of a denial and the specific reason for
the denial. The permits and their renewal shall be granted free of charge.
What's the point of having the law if they don't need to follow it ? I've re-written it for the legislature and am going to submit it for consideration next year:

sheriff can provide an applicant with written notification of a denial and the specific reason for
