The obvious answer is to get a permit to carry, as that trumps your PTP, and it lasts for 5 years. of course its expensive, but its always less than 30 days.

I would call the PD, read them the state law, and ask them if they understand they are breaking the Law, I would then start calling your local elected officials and the AG office, there is no reason for this to take so long.

If one of the Lawyers who reads this, felt like firing off the earnest and sincere letter, that might very well help too.

27 days and counting - more phone calls, more run-around.

I'm not generally a conspiracy theory guy, but let me throw this out there.
Could this be an attempt at certain individuals to enact their own method/form of gun control, albeit on a small scale? If you can't get your hands on a permit, you can't get your hands on a gun. As previously mentioned, the person I've been dealing with said she has applications from four months ago still in process. In one of my more recent conversations with her, she spoke of how other departments just don't get back to her, and some of the people who don't keep calling her - I guess to remind her to do her job - just don't get processed, so they don't get a permit. As I had mentioned before, this lady does seem nice on the phone, so I feel bad pointing the finger squarely at her; maybe other departments really do just blow her off. But maybe there is some intent behind it, be it just one individual processing the applications, or possibly more of a conspiracy (as much as I don't like that word), involving higher-ups (such as police chiefs etc.). Could this be a way to get less people to own guns through inconveniencing them and hoping they will just give up. It could also be aimed at those who would purchase a gun on a whim, or who may not have a lot of disposable income. Perhaps someone has the money to buy a gun at some point in time, they don't get their permit for a couple of months, the money gets spent and they don't pursue their permit anymore because now they can't afford the gun.
Am I being paranoid??

Take note of subdivision 5 which states:

Subd. 5. Granting of permits. The chief of police or sheriff shall issue a transferee permit
or deny the application within seven days of application for the permit. The chief of police or
sheriff shall provide an applicant with written notification of a denial and the specific reason for
the denial. The permits and their renewal shall be granted free of charge.


What's the point of having the law if they don't need to follow it ? I've re-written it for the legislature and am going to submit it for consideration next year:

I would ask her for her email and clip and paste that part of the law right there and send it in, it does not give them the right to jerk you around because someone won't return a phone call. its computerized records. its taptaptaptap enter, yes /no
its that freaking easy

start kicking tables around and get mad about this. ITs clearly outside the law, they are restricting you from your constitutional rights, and doing it with willful knowledge that it is wrong.

Btw, did you get a receipt on the day you brought it in?

I don't believe they gave me a receipt when I filled it out. I vaguely remember thinking it was odd that for something this serious they don't give you something. I also don't think I would have misplaced any documentation. I have thoroughly looked through my house and car and have turned up nothing. I was in a big hurry, as I stopped in before work to apply, so I may have just grabbed it and somehow misplaced it - but I don't think they gave me anything.

I am going to do my best to sweet-talk the lady tomorrow because I really want to get this thing to the range over the holiday.
If she can't get me my permit tomorrow I'm going to start writing letters and contacting other people.
I guess my fear is that the atty generals office or police chief won't really care or do anything because it's just some gun-nut who wants to get another gun.
I am anticipating a response like "We'll look into it sir" and that will be the last I hear of it.

I know this whole thing isn't the end of the world, and it's not like "they're coming to take our guns" - but it is a huge pain in the ass and it's getting more than a little irritating.
It sounds like they (St Paul) do this to a lot of people, so I'm sure other people must have tried contacting state reps,police chiefs, atty gens etc. The fact that it still happens suggests to me no action ever gets taken.

"What is your name? ... Per MN statute 624.7131 Subd 5, you had seven days to deny my application. It has now been x days. I will be there at {time, give them at least an hour}, if you do not have my permit, I will call the MN Attorney General, and the city attorney from your office."

Day 33: Permit finally came after many, many phone calls. Finally wrote e-mail to St Paul Police Chief Harrington – no response. I don’t think e-mail had anything to do with getting permit; was promised it would be ready Monday before I wrote it

To anyone in St Paul who is thinking of getting a transferee permit :
Apply well ahead of when you anticipate needing it.
Plan on calling at least a couple of times a week if you ever want to see your permit. I truly believe if I wouldn’t have hounded the lady, she would not have taken care of my application - ever.
