PS: probably would not carry a 9MM just looking for something to shoot at paper, after all 9mm is the new .22 cost wise. I would also like something smaller than a full size pistol.
Sig SP2022 is a well-regarded and inexpensive option. If you want the full metal treatment, P226/229/etc will serve well but cost more. If the real requirement is just DA/SA rather than a hammer being a requirement, the Walther P99 AS or P99c AS would be an option. (Striker-fired DA/SA.)
A Sig SP2022 was my 1st handgun and I love it. Great trigger pull, thousands of rounds of any type of ammo with literally zero failures of any kind.

Love, love, love, my Baby Eagle compact including it's frame mounted safety to match my s&w 3rd gen, but if they had one of the CZs with Ambi safety on the shelf when I was looking I might own that now instead. If you don't have the aversion to tupperware and innate cheapness I do, the FNs I looked at were mighty nice and almost sucked me in.
What about the FN's appeared to be cheap to you?
