Oops, modify my first sentence to say that the law does not apply to visitors.

The 24 hour rule is for transfers. Being a visitor there is no transferring.

"Registration of firearms capable of being concealed" applies to UNincorporated areas.

This is getting moderately humourous...two MN folks arguing about Nevada law! :)

So, I e-mailed the LV authorities, posing the question. I got back a canned response telling me to read the law myself and to visit the website. (Which I had done already).

So, I replied that I had done all of that and needed a simple answer from the authorities in charge as to how they handle non-resident visitors to the City if they are carrying a firearm.

That e-mail was rejected by the "postmaster" at the Sheriff office, with a note telling me that the Sheriff appreciates communication etc.

So, I'll call later.

I am not interested in any final court battle outcome, but how the local authorities treat the issue.

So much for e-mail communication when it is rejected at the incoming site. (I assume that e-mail from the same source within a certain time frame is rejected for some reason.)

Will be fun.

OK, I talked with a nice lady in the LV PD. They are getting overwhelmed with calls and e-mails due to the new honoring rules taking effect 10-1.

Without arguing with her, she says that it is their interpretation that all firearms capable of being concealed require the blue registration card within 24 hours of arrival in Las Vegas. However, effective 1-1-08, that changes (as to travellers) to 30 days.

Open carry is legal in Las Vegas, but "not recommended."

The Utah permit is honored...regardless of residency of the Permit holder.

Thus sayeth the authorities.

Effective Oct 1, 2007

In accordance with Senate Bill 237 passed by the 2007 Nevada Legislature the State of Nevada will recognize the following States' CCW permit holders:

Alaska
Arkansas
Kansas
Louisiana
Missouri
Nebraska
Tennessee
Utah

This law allows holders of valid permits from these states to carry a concealed weapon while in the State of Nevada. The permit must be in the possession of the issuee at all times while carrying a firearm.

Also effective 10/01/2007.

38 3. If the governing body of a city in a county whose population is 400,000 or
39 more has required by ordinance or regulation adopted before June 13, 1989, the
40 registration of a firearm capable of being concealed, the governing body shall
41 amend such an ordinance or regulation to require:
42 (a) A period of at least 60 days of residency in the city before registration of
43 such a firearm is required.
44 (b) A period of at least 72 hours for the registration of a pistol by a resident
45 of the city upon transfer of title to the pistol to the resident by purchase, gift or
46 any other transfer.

43 2. The provisions of this act, as amended on October 1, 2007, apply
44 to ordinances or regulations adopted before, on or after June 13, 1989[/indent]

Perhaps the 1-1-08 is some machination of the 60 days noted above, or perhaps there is some other provision not mentioned. In any event, either the no registration starts 10-1-07, or for sure 1-1-08.

You notice that they don't honor AZ, of course it's right next door so too many might carry in Nevada. A lot like MN, honor those states where only a small percentage of our visitors come from.

Clark county is HUGE

I do know this - THERE IS NO CARRY ALLOWED IN THE CITY OF NORTH LAS VEGAS.

You can open carry - but it is as someone else said - not recommended.

You can have a loaded gun in the passenger compartment of a cehicle as long as it is in plain sight to a LEO - except in N. Las Vegas where there is no carry allowed of any sort.

As for going to front sight - there is a letter that accompanies you and your guns that ocmes from the Sheriff of Clark County - but rarely is there a problem.

If you go to NV with a gun - stay out of N. Las Vegas with it. Permit or not - it is not allowed.

As for gun registration - it is manditory for you to obtain a blue card for every gun in your collection. You may register all the guns that you would like - you can carry only ONE of them as your carry weapon if you have a permit as I understand it - and the blue card MUST be with you and the gun at all times.

Requirements for Permit there are very similar to MN but there is a qualifications with your carry piece that you must complete.

If you are simply travelling into Clark County to visit, the registration is NOT required as of (and here we can argue) 1-1-2008.

The new legislation requires Clark county to change its registration requirements from 24 hours after arrival to 60 days for those just visiting etc. The law takes effect 10-1-07. But, the county has 60 days to pass a new rule, and the authorities I talked to said that if such local authorities do not pass the new legislation, it is deemed to nonetheless take effect 1-1-08. So, after the first of the year the blue card is not needed for visitors. And, as a visitor you can carry any handgun you choose.

And, the same authorities said carrying in N. Las Vegas with a valid permit from another State (here, for most of us, Utah), there is no problem because the same new legislation trumps local law. However, again, they have 60 days to enact legislation in compliance with the new law, and if they do not, it takes effect automatically 1-1-08.

So, at the very least, effective 1-1-08 there should be no issues visiting and carrying in Las Vegas, North Las Vegas, or any other part of Clark County. (Of course, subject to the restrictions on "where" as mandated in Nevada CCW laws.)
