Well, the PTP is free anyway, so the penalty is pretty much moot to the PD, but I found this part interesting...

I wish I would have known this when Dakota took 41 days for my permit last year. I would have gotten my $100 back.

But you are right... A polite face to face with a CO couldn't hurt, I just wouldn't expect it to do much good.

None at all. Nor are there any for the state agencies that supply the documentation that can be requested if the officer is being dilligent. I hear the department of human services can be mighty slow in responding to requests; something to do with massive budget cuts to avoid tax increases.
On the other hand, I've lost count of the number of times I've heard "he's on vacation!" as an excuse for the delay in issuing permits.


Day 28'ish in Bursville:

Say, it's been nearly a month since I applied for the permit and the law says I should have had it in my hand 7 days later. What gives?

Sir, it's 7 business days and the officer was on vacation and there was a holiday. You'll just have to wait. [anybody know what holiday falls between November 29th-december 19th?]

No, it's 7 days from receipt regardless of what day you received it or who is on vacation. May I speak to the officer in charge of that sort of thing?

I can patch a call through for you but you'll just be wasting everybody's time. We don't like to take calls checking on the status until at least 30 days is up. If everybody did that he'd never get anything done!

The police are on your side, butch up Sally and wait it out. You have no idea how stressful their jobs are. :D

Actually, it worked for me. I gave them some grace period outside the 7 days, then went in and asked them if they were aware that they were in violation of the law. They called the next day to tell me I could pick up my permit. In my case, they used the excuse that the PD in a town where I had lived previously hadn't gotten back to them. Too bad, the law says 7 days.

5-7 days in washington County, even when old Jim "sub recoso" Frank was Sheriff. Probably less now with Willian Hutton, who actually went to the trouble of "recalling" all the old Frank CP cards, because he didn't think County documents should have that phrase on it. I got my replacement card with his signature on it two days after I sent in the form to replace my permit.

Everyone has a boss. Start working your way up the chain of command. Supervisor, Captain, Chief, etc.; politely explaining your situation and your frustration to each. If nobody offers an acceptable explanation or resolution keep going. Talk to the city administrator or a city council member, or several. All of that still might not get you a result immediately but if enough city residents in your position follow suit eventually someone will realize there is an issue to be dealt with. Things don't change by people talking about it on web forums... they change by direct action.
