Permit to purchase is obtained from the local Police Dept ............visit them and fill out the paperwork.........no charge

Permit to carry requires a class and is obtained from the Sheriff of your county of residence and it does double as a purchase permit

BTW: My next Permit class is Dec 28th ;)

My understanding is I also need a permit to purchase or permit to carry. What a novel idea. In IL, we had FOID cards, which were needed just to touch a gun.

From what I gather, the permit to carry acts as a permit to purchase as well. I plan on getting one eventually, but for the time being do I just fill out paperwork for the PTP? Does this have to go through an FFL?

I found this online: http://www.dps.state.mn.us/bca/Forms/Do ... armApp.pdf

Am I going about this all wrong?

Permit to purchase is only for pistols and assault rifles, you could buy a shotgun tomorrow, with no more paperwork than a 4473.

Also, last I checked (06), the assault rifle is defined by feature set, not name, so a stripped AR-15 receiver or a ban compliant AR requires no PTP. Don't trust me, because this may have changed.

So you could get an AR-15 by buying a stripped lower and a kit, and assembling them yourself, tomorrow, or however fast they'd ship the kit to you.

But ask a dealer, because I am not an authoritative source.

To get a permit to purchase, you will need to go to your local PD and fill out a form. Most places are very good at following the law and will have it ready in a week. Minnesota for the most IS gun friendly and they will not treat you like you're diseased when you show up to fill out the form.

I filled out the paperwork last week. I was told to expect it "in a few weeks."

politely call them in 7 days from submission. Key polite to start. I noticed in the statute it says it will be ready in 7 days. What time is your office open until today?
