To answer your question about "dealer information" The gun shop fill that out only if you are buying hangun or a assault rifle. Then the gun shop mail it to you local Police Dept. The Police has 5 days to reply to the gun shop if you are prohibited from buying a firearm. You can also buy as many firearms within the 30 days of you singing the P,Permit from the same gun shop. Most people who goes this way becuase they only want to buy one or to guns and may not buy any more for the next few years.
This can save time by not going to you local Police Dept.

Most gun stores no longer do these "single transfer" type applications. Check before you buy.

Keep in mind that if you decided to go the permit to purchase route (which I did, not knowing when I'll be able to find a CCW class on my weird schedule), your local authority might take it's sweet time getting it to you. I applied for my permit to purchase on July 7th, but didn't get it in the mail until mid-September. I'm assuming most places could really care less about the time guidelines for such things.

Ahhh, this is clearly unlawful, and the issuing PD needs to be called on it.

I live in Mounds VIew, and the last P2P I got was done in the time it took me to drive 5 blocks, get a chocolate milk shake from BK, and drive back. One before that was done before I had driven the few blocks to get home, and she called and asked If I wanted it mailed or to pick it up. Clearly, some cities take the law and service from a different point of view.

My prior P2P from Roseville was dragged out to the 10th day because I went in after 7 asking for it. This was in `04. I had put money down on my gun in St Cloud and was leaving the state for a month the weekend following when it was to be issued, and wanted to take delivery prior to leaving on that trip. Roseville wigged out and thought I wanted the gun on the plane or some such nonsense because I was irritated that they insisted they'd mail me a notice stating it was ready to retrieve and that alone was going to cost me a day (our mail was delivered at 5pm or later). After all, I had to make a special trip to St Cloud after it was issued and the clock was ticking. I went in every day after that asking for it.

At 10 days they couldn't come up with a reason to deny me and finally issued it as I waited. The next day I headed to St Cloud, the day after I headed to Maine.

What's remarkable about that situation, is that I had been in contact with the lady who does the background checks a couple times about a month prior regarding my questions of how to legally ship a handgun I was selling to a friend of mine in another state. They already knew I had a handgun from those dealings, but somehow I was raising flags because I expected them to do their job in a timely manner on my renewal (my expired permit was from Roseville, no less).

Fridley was pleasant to deal with. I turned in my application, then reported a suspicious vehicle that'd been in front of my house a couple days earlier and my permit was in my mailbox on the 5th day.

Yep, here it is. Unfortunately I don't believe there are any consequences if they don't comply.

Once you have completed the application, you must submit it to your local police chief or the local sheriff if the municipality you live in does not have a police department. (Note: if you are applying for the permit to transfer, the law enforcement agency has seven (7) days from the time it receives your application to notify you of its status.) The law enforcement agency will conduct a series of background-related checks to assure you meet the eligibility requirements established in state law. Once those checks are complete, a permit will be issued that is valid for one year and may be used to purchase a handgun statewide.
