For all - if there is any question if you should report it or not, then do so. As a 9-1-1 operator, we can usually tell you if we are able to make a report or not. If we don't know we send a cop anyway to decide. Don't ever hesitate to call 9-1-1. A lot of calls we get are bogus, but this would for sure have been legit!
