Duh... It's a hydro-spanner.
Especially useful if your trans-light drives are offline and you need a quick tweak to get them back online for the jump to lightspeed.

This is my guess, particularly given it was found with other AR stuff - I'll have to take a quick measurement of a loaded 9mm cartridge and my castle nut wrench when I get home to compare but the dimensions seem to match up from memory.
