I would agree, if in the definition of "disenfranchised", there is a qualifier for self infliction of this condition. The "group" I'm thinking of is disenfranchised youth with an overdeveloped sense of entitlement, with no concept of personal responsibility or consequences for their actions.
Wait until a few of them start posting stuff to their MySpace pages and Twitter about going to the State Fair to "**** some **** up" and you'll see the exact same thing happen. Especially since they will likely not get caught.
They may be punks, but they've all got cell phones.

Yes. YES! Give up on all of them. Lower the bar for felony charges for many of their "wilding" crimes. Get them off the street, put behind bars, and let them stay there for a very long time. Divert the funds used for entitlement programs to corrections and let the rest of us obtain some hard earned civility "entitlements".
