Or, reel them in closer to DC so they can be watched more closely and kept from the pesky media more easily. According to ex BATFE agent, Vince Cefalu, fired after he became a whistle blower on this very adventure, this was more of a lateral move than a promotion and is normally done so they can be better kept under surveillance and control.
