My understanding is that there is a very short list of people that allowed too draw from the holster, I know LEO’s are and that they still must be approved by the RO.
It has to do with insurance.
The reasoning is that their insurance covers them while they are there.
With the circulation of all the new employee’s that has been going on lately, there may be some misunderstanding of that rule, of course, it's up to the RO!

So it seems as though drawing might be possible with permission. I bet it has a lot to do with the amount of people on the line at the time as well as your qualifications/ familiarity with the R.O.s etc.
