Do you have to be an ffl? Does it only allow for the purchase and posesson of class III weapons, or would it allow for legal conversion as well?
I would like to look into it, but most of the links I see are glorified infomercials offering to get you to apply, not giving you a whole lot of info.

Guns made before 1986 are still available, but since the gov't is mucking with supply and demand, prices for machine guns are rather expensive. Here in MN, the state where nothing is allowed, there are further regulations on machine guns. Minnesota only allows C&R machine guns, which are basically anything deemed historically significant (there is a list on ATF's web page somewhere) OR anything over 50 years old is automatically C&R. For instance, here in MN you can own a Colt 601 AR-15, which is one of the the first M-16 variants. You cannot, however, own an M-16 that someone made in 1985 by converting a semi-automatic Bushmaster AR-15. They are functionally identical and even parts compatible, but MN doesn't care. You can own an original WWII BAR machine gun but not a Group Industies Uzi made in 1980, for example.
In short, you as a private citizen, cannot convert any more guns into machine guns.
However, if you get licensed by the ATF, you can become a manfucturer and make "post sample" guns. Basically, you can make machine guns, or convert existing guns into machine guns, but you can only sell them to other FFL's, police, and military. "You" are not technically the owner, the business that holds the FFL owns these guns. You (the business, that is) can also transfer in post-86 machine guns from other licensees with the proper ATF paperwork.
That's the gist of it. There are obviously a lot of details but read through the link above and come back with more specific questions if necessary.
