No offense but anyone could have "some connection to Al Quaeda" or another terrorist organization. As far as I know you could be a member of Al Qaeda, and now everyone on MN Guntalk could be considered as having a connection to Al Qaeda.

This means just what the ACLU says it means. You can be helsd in custody, peneding "disposition". It is no help to be a US citizen, because, you never have a right to prove that to your captors until "disposition". It's written this way so that it will appear to be innocuous. A government lawyer can easily advise his boss that you can be held until the boss want to be done with you.
