As far as I can tell, you have to be a member of an authorized club (and it sounds like you can pay 1year dues online), and then have to show that you can handle firing a gun. That proof could be any certified course that includes live fire training.

I had the DNR firearm safety course, which included live fire training, when I was 12. Does that count?
Would a CC course count, too?

Pat is right, the marksmanship requirement was loosened up a few years ago. One only needs a MN Firearms Safety certificate or carry permit to qualify.

How is it watered down? Just because you don't have to have a password and secret handshake to buy one anymore?
Been to their website lately? Their point (and congressional mandate) is to deliver military surplus .30 and .22 caliber arms and ammo into the hands of civilians for the purpose of marksmanship training. They sponsor the CMP Games Eastern and Western -- youth programs, etc...
