Do you have to run a criminal check if the person has a PTC? I thought I saw a place on the form for bypass check and to put the permit number down. Am I wrong?

There is a UPIN field for individuals that have gone through the trouble to obtain one. This bypasses federal record keeping requirements and allows NICS to keep some of the buyers info on file. People that get annoyed enough with constant delays can jump through some hoops to get a UPIN.

A form 4473 needs to be on file for every firearm that leaves the door, unless it's going to another FFL. This requires either a NICS proceed or that the firearm stays in the dealers hands until on/after the delivery date provided by NICS.

In some states, you don't have to if they have a PTC. In MN, you have to make the call to NICS.

If you are purchasing form an FFL, they will need to call in the sale. A sale between private parties in MN (assuming both are MN residents, and not prohibited from owning firearms) doesn't require a NICS check.
