Nope. They are "intelligently" routed based on your location, as determined by GPS or triangulation, as required by law. If you are very near a highway, you may get the State Patrol, but in my experience the system works pretty well.

If you do get the wrong department, it takes all of ten seconds for the dispatcher to transfer you to the right center.

I geuss from further reading they get routed to the patrol or to the local sheriff for the county. And In talking with the dispatch crew i have heard from the Horses mouth that the second gen GPRS phones are far better for getting a location than say a old world CDMA phone. There is a good reason why the U.S is a 3 world country when it comes to cel phones, as they are way behind the rest of the world as they all seem to favour GPRS technology which is far advanced :o

Nah. If I dial 911 in Minnetonka, it goes to the Minnetonka PD. It routes to the right 911 center much of the time, whether state, county or city.

Phase I and Phase II Enhanced Wireless 911 Status
There are a total of 490 contact points or carrier-PSAP combinations in Minnesota, where one of the 10 wireless carriers provides service in a location served by one of the 106 local PSAPs. A detailed matrix, showing where coverage, Phase I, or Phase II service is on a PSAP-by-PSAP and Carrier-by-Carrier basis is located here.

The national status of wireless enhanced 911 is available at http://nena.ddti.net. This is the result of a six-month survey conducted by the National Emergency Number Association (NENA) under contract with the United States Department of Transportation. State and county 911 coordinators provided information on readiness of states, counties and Public Safety Answering Points (PSAPs) for wireless E911. The information from the survey is accessible via a “point and click” map combined with tabular data for each county. By choosing the state and county of interest, a visitor to the site can view a color coded map and tabular data for that county. The County Color Codes are White - No data available, Red - No 911/Basic, Yellow – Enhanced, Light Blue - Started Phase I, Dark Blue - Completed Phase I, Light Green - Started Phase II, and Dark Green - Completed Phase II. The following is the county-by-county status of the progress of wireless enhanced 911 in Minnesota as of December 15, 2006:

Light Blue - Started Phase I. At least one wireless service provider sending Phase I enhanced 911 calls in 0 counties.

Dark Blue - Completed Phase I. All wireless service providers sending Phase I enhanced 911calls in 0 counties. Another 67 counties have completed Phase I but have also started or completed Phase II.

Light Green - Started Phase II. At least one wireless service provider sending Phase II enhanced 911 calls in 22 counties covering 16.8% of the population.

Dark Green - Completed Phase II. All wireless service providers sending Phase II enhanced 911 calls in 65 counties covering 83.2% of the population.

PHASE I ENHANCED WIRELESS 911 DETAILS BY PSAP AND CARRIER

As of December 15, 2006, Phase I Enhanced Wireless 911 service is available from all 10 wireless carriers among all 87 counties in Minnesota. Currently 86 of the 106 local PSAPs are provided Phase I service (either directly or via a district state patrol PSAP) from every wireless carrier in their areas.

Phase I Enhanced Wireless 911 allows the 911 dispatcher to see the wireless caller's call back number and cell sector location. This allows dispatchers to return the call if necessary, and it provides a rough indication of the caller’s general location, although a single cell tower in a rural area may serve an area of more than 100 square miles.

Wireless calls to 911 from the following county areas are selectively routed based on cell site location to the designated local or State Patrol public safety answering point (PSAP) with information about the caller's general location (cell site address and sector) and callback number:

This meets Federal Communications Commission (FCC) Phase I standards and the Minnesota Wireless 911 Criteria. The 911 systems use either Intrado or TCS Service Control Points (SCPs) to assign an Emergency Services Routing Digit (ESRD) or Emergency Services Routing Key (ESRK) to help process the call through the Mobile Switching Center (MSC). Connection from the MSC to the appropriate Qwest Communications or Independent Emergency Services 911 selective router control office uses Centralized Automatic Message Accounting, Feature Group D or Signaling System 7 signaling. The control office sends the call to the pre-selected PSAP, while the wireless caller's callback number and a description of the cell tower or sector of call origination is simultaneously inserted into the appropriate Automatic Location Identification record for retrieval by the PSAP upon receipt of the call. The Phase I connections are paid for by the Statewide 911 Program in accordance with Minnesota Statutes, Section 403.11.



PHASE II ENHANCED WIRELESS 911 INFORMATION

Wireless Phase II coverage is available to cell phone users in areas where wireless carriers and local 911 centers have added technologies to locate wireless callers in emergencies. Under certain conditions, where Phase II coverage is available, the 911 call taker will see the wireless caller’s call back number and the location of the caller by latitude and longitude within a few hundred feet. This enhanced location technology is mandated by the Federal Communications Commission. Wireless carriers are working with public safety agencies to implement Phase II coverage, with a goal to provide Phase II to virtually all wireless 911 callers by the end of 2005.

The following information is from a Qualcomm Voice Quality Impact Statement:

ALL CDMA based handsets use a single receive chain with GPS chip. That means that, if the handset is in a blocked or challenging GPS environment, GPS searching for satellite signals may last 2-16 seconds. If voice is being received at that time, the mobile may blank the voice during the GPS operation in a pattern of two seconds on and two seconds off until finished with the location determining process. This should sound different than typical wireless static or voice problems in that it is on for 2 seconds and off for 2 seconds. Several wireless Carriers have implemented a recommendation from Qualcomm that limits the amount of time the phone will search for position information to a maximum of 16 seconds. With typical call set-up times varying from approximately six to eight seconds, by the time the PSAP answers the incoming call the problem should be reduced.

In other words, the process for determining an initial or an updated fix may cause a momentary loss of audio on the handset because the audio receive is diverted to other functions when the initial fix or a fix update is requested. The condition affects the mobile handset receive capability, not the transmit side. So, the call taker is able to hear the caller fine, and has no indication that the caller may not be able to hear instructions or questions or may misunderstand a question. A new Qualcomm chip has been designed to eliminate this problem and some newer phones do not suffer from this issue, but the issue will persist until all affected cell phones are replaced with new phones.

Most of the carriers are providing an uncertainty factor with each call based on an estimate of the confidence in the estimate of the caller location. Proper interpretation of the information requires the call taker to recognize that uncertainty is a calculated number that provides an estimate of the potential amount of error for a given call based on the quality and quantity of data that is actually collected for that given call. Depending of the technology, a confidence level of either 67% or 95% has been chosen as the probability percentage that the estimated location provided is within the error field calculated for the uncertainty. The proper literal usage of this information for a 67% confidence factor is that there is a 67% confidence that the latitude/longitude provided is within a circle with a radius equal to the uncertainty factor. For example, if the display indicates a location on a Phase II call with an Uncertainty of 60, it means that there is a 67% chance that the actual caller location is within a 60 meter radius circle, centered on the indicated location.

DETAIL BY PSAP AND CARRIER

Currently all 106 local PSAPs are served by Phase II systems from at least one carrier. That includes 65 counties that are 100% Phase II; Anoka, Beltrami, Big Stone, Brown, Carlton, Carver, Cass, Chisago, Clay, Clearwater, Cook, Cottonwood, Crow Wing, Dakota, Dodge, Faribault, Fillmore, Freeborn, Hennepin, Houston, Hubbard, Isanti, Itasca, Jackson, Kittson, Koochiching, Lac qui Parle, Lake, Lake of the Woods, Lincoln, Mahnomen, Marshall, Martin, Mille Lacs, Mower, Murray, Nicollet, Nobles, Norman, Olmsted, Pennington, Pipestone, Polk, Pope, Ramsey, Red Lake, Redwood, Renville, Rock, Roseau, St. Louis, Scott, Sibley, Stevens, Swift, Traverse, Wabasha, Wadena, Waseca, Washington, Watonwan, Wilkin, Winona, Wright, and Yellow Medicine.

The 911 systems use connections from either an Intrado or TCS Xypoint Mobile Positioning Center (MPC) to query the wireless carrier location system and dynamically insert the derived location into the 911 data base record. The Phase I connectivity is paid for by the Statewide 911 Program in accordance with Minnesota Statutes, Section 403.11.

ACC Dobson has added Phase II service in Aitkin, Becker, Beltrami, Carlton, Cass, Crow Wing, Douglas, Grant, Hubbard, Itasca, Kanabec, Koochiching, Lake, Mille Lacs, Morrison, Otter Tail, Pine, Pope, Saint Louis, Stevens, Swift, Todd, Wadena, and Wilkin;

ACC Dobson uses a network technology called Polaris Wireless Location Signatures™ to determine latitude and longitude of the 911 caller within about 100 meters. for its TDMA and GSM products. The technology does not currently provide selective routing to the appropriate PSAP based on caller location.

Alamosa has added Phase II 911 service in all the counties served; Houston and Winona.

Alamosa is a Sprint PCS affiliate.

Alltel (FKA Western Wireless) (WWPCS) has added Phase II 911 service in the counties of Blue Earth, Brown, Carver, Chippewa, Chisago, Clay, Clearwater, Cottonwood, Dakota, Faribault, Fillmore, Freeborn, Goodhue, Houston, Jackson, Kandiyohi, Kittson, Lac Qui Parle, Lake of the Woods, Le Sueur, Lincoln, Lyon, Mahnomen, Marshall, Martin, McLeod, Meeker, Mower, Murray, Nicollet, Nobles, Norman, Olmsted, Pennington, Pipestone, Polk, Redwood, Renville, Rice, Rock, Roseau Scott, Sibley, Steele, Wabasha, Waseca, Watonwan, Winona, Wright and Yellow Medicine.

Alltel uses an assisted GPS (Global Positioning System) technology to determine latitude and longitude of the 911 caller within about 50 meters if the caller has an A-GPS (Assisted Global Positioning System) enabled handset. The technology does not currently provide selective routing to the appropriate PSAP based on caller location, but does send an updated location if the call taker requests a new fix (when the caller is moving, for example). New fixes can be requested every 15 seconds. Alltel provides an uncertainty factor in meters at a confidence level of 95% with the caller location information.

Cingular Wireless (CING) has added Phase II 911 service in the counties of Anoka, Benton, Carver, Chisago, Dakota, Dodge, Freeborn, Goodhue, Hennepin, Isanti, Mille Lacs, Mower, Olmsted, Ramsey, Rice, Scott, Sherburne, Stearns, Todd, Washington, Winona, and Wright.

Cingular Wireless uses a network technology called Time Difference of Arrival (TDOA) to determine latitude and longitude of the 911 caller within about 100 meters. This Phase II system works for both Cingular or roamer Advanced Mobile Phone System (AMPS) analog phones, Time Division Multiple Access (TDMA) digital, and GSM (Global System for Mobile Communications) digital phones. The technology does not currently provide selective routing to the appropriate PSAP based on caller location or the ability to send an updated location if the caller is moving. Location updates are not allowed by this TDOA system. Cingular Wireless provides an uncertainty factor in meters at a confidence level of 67%. Cingular Wireless has implemented additional Global System for Mobile Communications (GSM) sites that have also been converted to Phase II technology. Currently, Phase II information needs to be requested within one minute of the initial answering of the call on the GSM 911 calls.

Midwest Wireless (Purchased by Alltel) (MWH)) has added Phase II 911 service for CDMA (Code Division Multiple Access) subscribers with compatible phones in Blue Earth, Brown, Chippewa, Cottonwood, Dodge, Faribault, Fillmore, Freeborn Goodhue, Houston, Jackson, Kandiyohi, Lac Qui Parle, Le Sueur, Lincoln, Lyon, Martin, McLeod, Meeker, Mower, Murray, Nicollet, Nobles, Olmsted, Pipestone, Redwood, Renville, Rice, Rock, Sibley, Steele, Wabasha, Waseca, Watonwan, Winona, and Yellow Medicine counties.

Midwest Wireless uses an integrated Assisted GPS (A-GPS) and Advanced Forward Link Triangulation (AFLT) technology to provide latitude and longitude information of the 911 caller if the user is utilizing an A-GPS compliant wireless phone. This technology gives Midwest Wireless the ability to provide Phase I or Phase II information to the appropriate PSAP on the initial call and in the event that Phase I information is received initially, allows the PSAP to request updated Phase II information through ALI refresh. The technology does not currently provide selective routing to the appropriate PSAP based on caller location, but does send an updated location if the call taker requests a new fix (when the caller is moving, for example). New fixes can be requested every 15 seconds. Midwest Wireless provides an uncertainty factor in meters at a confidence level of 95%.

Nextel Partners (Purchased by Sprint Nextel) (NXTP) has added Phase II 911 service for iDEN (Integrated Digital Enhanced Network) subscribers with compatible phones in Becker, Blue Earth, Brown, Carlton, Cass, Clay, Crow Wing, Dodge, Douglas, Freeborn, Itasca, Lake, Martin, Mower, Olmsted, Otter Tail, Pine, Rock, St. Louis, Todd, Wadena, Wilkin and Winona counties.

Northern PCS has added Phase II 911 service for CDMA (Code Division Multiple Access) subscribers with compatible phones in Aitkin, Becker, Beltrami, Benton, Blue Earth, Brown, Carlton, Cass, Chippewa, Chisago, Clay, Clearwater, Cook, Cottonwood, Crow Wing, Dodge, Douglas, Faribault, Freeborn, Goodhue, Grant, Hubbard, Isanti, Itasca, Jackson, Kandiyohi, Lake, Le Sueur, Lyon, Martin, McLeod, Meeker, Mille Lacs, Morrison, Mower, Nicollet, Nobles, Olmsted, Otter Tail, Pennington, Pine, Pipestone, Polk, Pope, Redwood, Renville, Rice, Rock, Saint Louis, Sherburne, Sibley, Stearns, Steele, Stevens, Swift, Todd, Wabasha, Wadena, Waseca, Watonwan, Wright, and Yellow Medicine counties.

Rural Cellular Corporation uses a network technology called Time Difference of Arrival (TDOA) to determine latitude and longitude of the 911 caller within about 100 meters. This Phase II system works for both Rural Cellular Corporation or roamer Advanced Mobile Phone System (AMPS) analog phones Global System for Mobile Communications (GSM) phones and Time Division Multiple Access (TDMA) digital phones. Sprint Nextel (NXTL) has added Phase II 911 service for iDEN (Integrated Digital Enhanced Network) subscribers with compatible phones in Anoka, Benton, Carver, Chisago, Dakota, Goodhue, Hennepin, Isanti, Mille Lacs, Ramsey, Scott, Sherburne, Stearns, Washington, and Wright counties.
