He's talking about an SBR engraving. It's the manufacturer name, city and state. There are locations, size and depth requirements established by BATFE.
Really any place that does engraving should be able to do the job since its pretty simple. For Peace if mind though, I'd highly recommend having someone familiar with NFA requirements do the work. There is after all potentially prison time involved if the engraving doesn't comply with federal regulations, putting you in possession of an improperly registered NFA weapon.
I've used Orion. They did fantastic work. My only complaint was that I had to ship my receiver to them, rather than just drive up and drop it off in person. Turn around time was about 2 weeks if I recall correctly. I'm Thinking about registering another SBR myself. If I do, I'll be using Orion again for the engraving.
