DHS? The Obamacare people? What do they need bullets for? To keep them rare and expense for me, or is it part of a new euthanasia campaign to reduce healthcare costs?

I would be interested to see how it stacks against previous years spending. I don't have the bandwidth at home to go thru this, but its all here:

FYI: they had a previous contract in 2009 for 200million rounds with Winchester. They have a habit of burning up excess budget money on items that are easy to stockpile, ammo being one of them.
