They don't sell the loaded ammunition to the consumer market, its not illegal just Federal Ammunition policy to not distribute to consumers.

That may be their policy but plenty of online vendors sell HST rounds to us common folk.

Where did you find the HST's for .14? I'm patient, don't mind back orders but I can't find anything this cheap anywhere.
