If it is a handgun or "assault rifle", then it would have to go through an FFL. If it is a long gun, then you may or may not be able to purchase the firearm at that moment and bring it home yourself. It all depends on the rules and regulations of the state selling as well as the state in which you reside. I've bought long guns out of state and brought them back with no problem but I have also had to go through an FFL as the selling state had a waiting period for long guns.
Right now I am in California and will be looking at a rifle on Saturday that I may wish to purchase. If I do so, I will have to send it to an FFL if I understand things correctly. I have bought the same make and model of rifle in WI in the last couple of months and was able to walk out with it once the NCIS check went through. A couple of years ago I saw a map at Devil's Lake, ND which had in green what residents of which states a gun could be sold over the counter and to which they couldn't. It made sense and if Wal-Mart still puts these out it would be a neat way of figuring out where one could buy a gun OTC and where they couldn't.
