St. Paul is not empowered by the state to enforce such an ordinance. They can have it on the books, but it has no teeth.

My interpretation of "military style" is anything full-auto or burst capable. Of course, I am a sane, rational person, so my interpretation is undoubtedly different from that of any government bureaucrat - elected or not...

Looks to me like it's just a poorly written ordnance that says they issue permits to purchase handguns and semi-auto, military style rifles, which they must do under state statute anyhow.

I think DeanC is right. You need a permit to purchase a handgun, but not a rifle or shotgun, UNLESS it is one of those "EVIL" "black rifles", at which point they will ask to see your purchase OR carry permit. That's all there is to it, and once you have the purchase or carry permit, you can buy and own anything NOT burst or full auto capable.

BTW - my cubemate next door just showed me his renewed permit from Ramsey County, and he got it in two weeks flat.

Seems to me the letter of the law is referring to automatic weapons, but even if it were a semi-auto M16, it MIGHT fall under this text. In any event, it was very clear about allowing gun collectors [via the forming a club]. So, if you want to make the chief of police in St. Paul happy, register a gun club with you as the only member and only officer and indicate that you only shoot at ranges that meet requirements for firing such a weapon [better do your research as to which ranges in town allow it, but I know that Bill's Gun Range does in Circle Pines and Robbinsdale, but I am not sure the restrictions upon bringing in your own automatic weapon ... probably the same as any other rifle, cased and unloaded and declare what it is when you sign into the queue].

I think the other posters probably covered the subject well. I have family members in Iowa who purchased an AK-47 Chinese Replica several years ago and it was not a problem for him; but he said to have it modified to be automatic was more of an issue (I don't know if he ever did it, but knowing him, I am sure he did ... and the problematic possum probably has 20 holes in him by now). Granted, that is Iowa [and a suburb of Des Moines at that], but I suspect very little difference here; especially when this state earns a LOT of revenue from sportsman ... I believe more than any other state.
You could get a new lease on life -- if only you didn't need the first and last month in advance.

This part is illegal and unenforceable:

...and shall, in addition, describe in detail the use to which the weapon is to be put. The chief of police shall issue such permit, without fee, if he concludes the applicant is of good moral character and intends to use the weapon for a lawful purpose.

Oh okay.... So I looked at the definitions of "military-type weapon" and "Assault Weapon" They are as follows:

Military-type weapon shall mean any destructive device and the ammunition designed only for such device having firepower, mass, explosive or incendiary characteristics of weapons such as cannons having a bore diameter larger than one-half ( 1/2) inch, bazookas, machine guns, fully automatic weapons, mortars, grenades, Molotov cocktails, but not including shotguns, rifles, pistols or revolvers.

Assault weapon shall mean any weapon other than a firearm or military-type weapon having the personal assault characteristics of any sap, numchucks, blackjack, slungshot, slingshot, sand club, chain club, metal knuckles, shurikens or yawara stick.

So.... no Molotov cocktails (no glass, rags, or gasoline allowed!!) and no slingshots!

This law sounds like it was written to send 12 year olds to prison!

Perhaps an Appeals Court judge might see it that way, but in the meantime they have enforced the city ordnance and cost some poor schlep a bunch of moolah...
