Buying A Handgun

Can I buy a handgun without the permit to purchase? I don't care if I need to wait several days for a background check etc.

Sure you can, but unlikely you will be able to.

You can purchase from a private party without one legally however many savvy sellers will still require you show them one.

I believe there is a mechanism technically where you can apply for that particular purchase at the store (basically just like applying for a PTP but on one specific gun) in essence you are putting that gun on lay-a-way until it clears, but I have not heard of a local retailer willing to allow that option. Most will send you on your way to your police precinct to get your PTP.

So why do you not want to get your PTP? It is the same process and same amount of time.

Call your local PD they would know or should know.

Oh, and a permit to carry works too.

Correct but, if he does not want to go to the PD and get a PTP I do not see him going to a class and then to the sheriff for a PTC.

It depends, if this is a life and death thing a p2c can be faster.

But if he wants to do neither it gets difficult.

Probably be the only gun I'd buy for a long time. I thought maybe I could fill something out when buying it, then wait for it to clear. Dealer is only 2 miles away.

If you have picked out a dealer, call and ask, should get you a better answer than our guessing about :)

In Minnesota you need a Permit to Purchase or a Carry Permit to purchase a handgun or scary black gun. The PTP is good for one year for an unlimited number of guns.

Some dealers can (and will) conduct the background check that enables a one-time purchase. That background check takes a varying amount of time, I believe it's up to 7 days. Some dealers charge for this service.

Only the dealer can answer for sure.

Technically yes, but it doesn't seem to be a process that is very well supported.

We've asked the BCA how to do "Option 2" (one-time application) listed on their site, and were told something along the lines of "Yes, nobody does that, and we don't recommend that you do either." They also don't seem to provide any information for dealers on exactly how to do it.

The permit to purchase application has a "Dealer information" section, which might indicate that the one-time purchase application really just consists of filling out the permit to purchase application and having the dealer fill out those 3 lines of "Dealer information" (and maybe the dealer mails it in? it's not clear). In which case - why do a one-time application instead of getting a permit that lasts a year, if you have to fill out all the same information and it has to be submitted to the same location anyway? It seems more likely to be screwed up, because nobody seems to know how to do it that way, and it will likely take the same amount of time because it's the same background check being done by the same people.
