The real question is, is the leadership in the Senate willing to take felon voting rights out of the bill if the Republicans sacrifice suppressors? Every indication is simply no. Killing suppressors is simply not important to them, as evidenced by the collective voting record of their caucus. If the Dems decide to pull voting for felons, it's going to be in exchange for something that they actually care about. Suppressors just aint it.

Right now the only person that needs to be flooded with calls is Gov Dayton.


Boy, I hope you're right - I respect your read on the subject. I'd have a suppressor on my SBR's as soon as ATF could stamp me.

SF 878 is going to conference committee tomorrow. There are 6 gun friendly members, and 4 anti-gun members on the committee. Given the (slight) pro-gun majority on the committee, the lack of passion of the Dems who oppose the issue, the fact that the Koenen amendment (which included all of the gun provisions) passed 40-23, and the fact that Senator Bakk (the president of the Senate) voted *for* the gun provisions, I believe that we are looking in pretty good shape for everything to remain intact. Could it go bad somehow? Sure. But we look to be in about as good a shape as we can expect at this point.

Keep a close eye on your email over the next few days, and make sure to read any emails from GOCRA immediately. If GOCRA issues a call to action, it will be critical that people respond to it quickly.

I will trust GORCA and what they say as they know a lot more than I do. Brian Johnson has a kid in the same class as my kid so that is where I was talking to him. I know for fact he is willing to ditch suppressors so felons will not get voting rights back. I do believe GORCA has a good idea on what will and will not happen so I will keep my fingers crossed.

It's a stupid move politically, even if the Dems were to agree to a deal like that. How many felons on parole are going to be voting? Compare that with the number of gun owners that will vote against anyone who decides to sell them out. They'd be stepping over dollars to prevent the opposition from picking up pennies.

All this being said, it's politics, and it can go sideways at any moment. We'll know what happens soon enough.

I'm ready to start researching which suppressors to buy, but holding off due to this being MN.

If I could buy a suppressor for my HD handgun and my go to rifle, I'd happily promise my wife to never buy another gun.

Forgive my ignorance, but is there anyone here who could give me the quick and dirty list of what I can do to help get silencers in MN?

Passed both houses with >2/3 majority. Since it is the end of the session on Monday it is unlikely to be voted on again if the governor vetoes the bill.

I'm thinking with that kind of bi-partisan support the Gov won't want to waste political capitol vetoing it. But then I don't really know if he is the pragmatic sort or a zealot.

I disagree with many of his policies, but I don't think he's a zealot on gun issues. We'll see if the relative lack of opposition in the legislature has swayed his opinion.

Just from a quick perusal of the bill, it appears that the CLEO signoff language for NFA transfers was stripped out. Doesn't that make the suppressor part a bit worthless? I mean, yes, they'll be legal to possess if you're the Sheriff's favorite brother in law, but otherwise good luck, right? I suppose the trust route is still open but that's a bit of a hack.

I should add that there is a lot of other good stuff in here and I appreciate those who fought for it. I was just a bit more excited about the CLEO signoff provision than I was the suppressor portion, truth be told.

The CLEO signoff was removed during the conference committee when they adopted the Senate version of the suppressor language.

It will be important to report any CLEO issues in getting a form signed to GOCRA and MNGOPAC so that we can continue to push for CLEO provisions in the future.

What am I missing here? Since suppressors are regulated by the NFA, CLEO signoff is required as part of the Form 4 process in order get the necessary tax stamp from ATF, something that's required in order for your Class III dealer to release the suppressor to you. I'm not clear on how any state legislation has the ability to pre-empt the requirements of the NFA.

The provision that was stripped *required* the CLEO to sign off unless they had a legitimate reason for not doing so. Basically the CLEO signoff was equivalent to a permit to carry. Think "shall issue" vs "may issue."

Thanks for the clarification. That requirement, I suspect, would have been within the state's purview. My particular CLEO is NFA-friendly, but it would have been nice if the ATF's rather wishy-washy statement of why CLEOs should or should not sign off was backed up with some local legislation.
