Did they give you an explanation for the delay? Why were they waiting for Pennsylvania?

I used to live in PA a couple years ago. Since we had to put on the application our 5 last years of addresses she was waiting on a response from Philly, but I explained to her that we were only in that County for 4 months and didn't change the address on our DL. After that was explained to her she just said "OK. I'll get it ready for you."
Permit is finally in hand! Can pick up my gun tonight!

That was definitely good you called them, or else they'd still be sitting on it (totally unaware o the 30-day deadline, I'm sure).

The law is clear. They have 30 days to deny your application, IN WRITING, or your permit is considered to be issued.

The permit, itself, is an intangible thing, and the card you get is merely a representation of your permit.

I suggest that my students politely call the sheriff's office and remind them the 30 days are up and please send the card.

The receipt portion of the application is your proof of when you applied, so I hope you remembered to save it.

I would, if the permit card wasn't in my hands shortly after that, call GOCRA, but I would also carry, if I wanted.
