From MN Gun Owners Site - AV proposing to ban Lawful Carry

The City of Apple Valley is proposing to ban lawful carry on city property – including city park facilities and property.

You can read Apple Valley’s proposed ordinance at this link on the city’s website. Their proposed ordinance bans all possession of firearms, shotguns, rifles, pistols, and revolvers without a special permit issued by the City Council.

This proposed ordinance is prohibited under Minnesota statutes – specifically 471.633 which is Minnesota’s preemption law on firearms regulations – and 624.714 which expressly prohibits cities like Apple Valley from limiting the exercise of a Permit to Carry.

Received the message below from the Apple Valley Assistant City Administrator. I'm not sure what AV's initial intent may have been, but it has clearly been watered down to something like codifying acceptable use of firearms on city property. Note: they have removed the item from the Thursday Night agenda...

Thank you for your email regarding the draft amendment to section 95.03 of the City Code. As this amendment is still in draft form, the language is subject to revision(s) by our City Attorney’s office. As such, we would like to clarify the intent of this amendment. The proposed amendment to this existing ordinance would allow for the display of firearms at sponsored events and programs hosted at Apple Valley’s park facilities, such as firearm safety courses. These programs and events would provide residents the opportunity to learn about gun-related topics in a safe, controlled environment with certified instructors.

Please note – in no way does this amendment affect existing state laws for carrying firearms with a permit. The City cannot and will not infringe on these rights as clearly defined in state law under Minnesota Statutes, §624.714.

We are continuing to review and refine the language in the proposed amendment for clarity. For this purpose, this item has been removed from the agenda for the Thursday, April 14 City Council meeting.

Gotta love it when they don’t even review or know the state law before they start proposing silly crap. It makes them look pretty dumb. And the city attorney looks even dumber because he or she let them propose that nonsense.

Nice work MNGOC. Or was it the dork brothers who beat this down? are they even around anymore?

I'd bet a box of ammo the dorkmeisters had nothing to do with stuffing this silliness where it belongs.

Pretty sure warrlac , and others explained where the bear shoots in the woods, and they (city of AV) then got around to actually reviewing state law.
The whole thing was likely inspired someone with too much time on their hands ragging on the city council.

The Minnesota Gun Owners Caucus, of which I am the Chair, drove this. I don't know anything about any dork brothers ever doing anything for gun rights in Minnesota.

We actually initially contacted them well over a month ago and tried to resolve this at the first reading. They weren't interested in talking.

Funny today after getting several hundred emails and calls by 10am this morning they suddenly wanted to talk.

The short version "anything we do will be in compliance with state law" and will not infringe on the rights of law-abiding citizens.

So we'll see what they actually propose doing next.

I'm still pretty unclear what "sponsored events and programs hosted at Apple Valley’s park facilities" have to do with the proposal and vice-versa.
