Obama orders freeze on Bush rules

President Barack Obama has made one of his first acts of office a freeze on all pending regulations issued by the previous administration. The White House memo puts the decisions of former President George W. Bush on hold until they can be reviewed by Obama's staff. The order went out shortly after Obama was inaugurated as president. Such orders are common to US presidential transitions and are used to counter last minute rules introduced by outgoing presidents. Controversial late rules by the outgoing Bush administration include allowing concealed weapons to be carried in some national parks
The memo also orders the withdrawal of all final or proposed regulations not yet published by the Federal Register. Department and agency heads have also been asked to "consider extending for 60 days the effective date of regulations that have been published in the Federal Register but not yet taken effect" unless they impact health, safety, environmental, financial, or national security matters -- obviously now subject to the interpretation of Obama's appointees.
