Back before we passed the shall-issue bill, 1998-99 or thereabouts, you were required to show "need" to get a permit. The police chief of Minneapolis testified he didn't care if he saw you running down the street being chased by a guy with an axe, you didn't have need.

The sheriff of Ottertail County said if you travelled to Minneapolis, you did have need.

In the days of 'may issue', the only people I knew to have carry permits were a suburban restaurateur, and a jewelry salesmen. The apparent rational was that they needed to protect the cash, and jewels they carried.
Obviously much more of a concern to our betters, than the life or limb of the hoi polloi
