You center the front site in the rear aperture, with the front site being your focus point. Everything else in your field of view will be a little blurry, but your front site should be crystal clear.

I also wrote a basic introduction to High Power Rifle handout with some basic information I cover in the Post's Service Rifle clinics. It doesn't get into sight alignment but has some basic shooting position info.
