I just noticed but I'm using the same provider but I'm on a different box...Supposedly you can upgrade an account if you need more CPU power. Maybe he's mistaking max_user_connections for max concurrent database connections. Does the site get hit by a google bot or something around 2:30pm? That might kill it.
