MN Anti-Gun Bill Moving Forward

Minnesota: Anti-Gun Bill Moving Forward Unless Your State Representative Hears from You!

A bill that will criminalize the private transfer of handguns and certain semi-automatic rifles at gun shows will likely be heard this week or next in the House Rules Committee. House File 285, introduced by state Representative John Lesch (DFL-66B), passed in the House Public Safety, Finance and Policy Committee by a 10 to 8 vote on April 8 after being amended to include a ban on private sales. If HF 285 passes in the House Rules Committee, it will be eligible for final consideration on the House floor as early as this week.

This type of legislation is dangerous and must be stopped, as this scheme is the first step towards criminalizing ALL private transfers and can only be enforced with gun registration. And, as we know from experiences in California, Australia and Great Britain, gun registration enables gun confiscation — only from honest citizens — since criminals do not register their guns or submit to criminal investigations. According to an internal U.S. Department of Justice memorandum, "universal" background checks will not work without requiring gun registration. Read the memo and get the facts here.

Yeah, please do. I already hit here, carryforum and another site, but not the ones you listed. Go for it.

I was just reading over a portion of this bill:
Subd. 12. Ammunition. "Ammunition" means ammunition or cartridge cases, primers, bullets, or propellent powder designed for use in any firearm.
...
Subdivision 1. Ineligible persons. The following persons shall not be entitled to possess ammunition or a pistol or semiautomatic military-style assault weapon or, except for clause (1), any other firearm
....
(3) a person who is or has ever been ordered committed in Minnesota or elsewhere by a judicial determination that the person is mentally ill


So, Someone tries to commit suicide by firearm, and is found to be mentally ill by a judicial process. The bullet is lodged within them; say near the spinal cord; surgery to remove the bullet would prove to be fatal.

Are they breaking the law because "they are in position of a bullet designed for use in any firearm"?

I sent a message via facebook to Rep. Cornish about this. I asked;
What's Happening with Lesch's Anti gun bill HF 285? Why is there little reporting on it? It already passed out of committee!
This is the message he sent back;
Nothing. It can sit on the General Register forever. For now it's just in limbo

(3) a person who is or has ever been committed in Minnesota or elsewhere by a judicial determination that the person is mentally ill, developmentally disabled, or mentally ill and dangerous to the public, as defined in section 253B.02, to a treatment facility, or who has ever been found incompetent to stand trial or not guilty by reason of mental illness, unless the person's ability to possess a firearm has been restored under subdivision 4;

think more people need to READ all of the amendment as well for themselves...

Not asking or telling people to go through a FFL, but they are now defining what is required as a minimum. And honestly, most people do this already unless they are KNOWN to the other person like a family member.



They want to ADD (b) to the current law.

Subd. 2. Transfers; proof of eligibility required. (a) No person shall transfer a pistol or semiautomatic military-style assault weapon at a gun show unless the transferor or the transferee is a federally licensed firearms dealer except as provided in this section.


(b) When two parties, neither of whom is a federally licensed firearms dealer, desire to transfer a pistol or semiautomatic military-style assault weapon at a gun show, the transferee must present the transferor a valid permit to purchase issued under section 624.7131 or a valid permit to carry a pistol issued under section 624.714 prior to completing the transfer.

Subd. 3. Exclusion. This section does not apply to transfers of antique firearms as defined in section 624.712, subdivision 3.

Also, what they are adding is only required when at a gun show, as defined in the amendment.

Not every private party sale (that I can tell.)
