Yup they go out of their way to make people "suffer". Same when the state or fed withold local government funding and the first thing they can think of is to lay off the police and fire or shut down a school. The obvious answer would be to shut down some non essential service or cut back on staffing at the libraries or parks, but that wouldn't be as visible and shocking to John Q Public. Same for schools, instead of cutting back on administrative staff, they threaten to stop the busses or stop buying books, paper, pencils, fund sports etc. - whatever they can think of to make peoples lives more complicated to punish them for having the nerve to challenge how they choose to waste money. Its called leverage and it really works because people don't like to be inconvenienced.
