Correctly understanding the legal use of deadly force (for the state you are in) and dealing with officers and the aftermath of a shooting is not something you learn watching "the Expendables" or even "CSI Miami."
I think we all would like these people to act in a responsible way, and that is something you can not force or legistate. In a more perfect world they would have prepared for this years ago, but it is such a rare occurrence I doubt it is on the radar of most people.
Anyway I would think, given experience with past riots, I doubt there will be many if any problems. Also given the warning the city and state has, I would expect the reaction and riot suppression to be fairly effective.
