Make a balance, since you are not concerned with the weight, just equal division. Start with something cylindrical, like a piece of PVC pipe. Stick it to the floor or capture it in a way that it can't roll. Use a nice regular plank; measure the length, divide by two, and mark the center. Use two identical and clean containers and place one at each end of the plank, tangent to the plank's end. You might want to start with most of the powder split between the two containers, and use the balance to get it down to the last grain. Put a spirit level on the beam between the two containers to make it more accurate than the naked eye.
